Subject: URGENT: Opposition to Appeal for 5761 Mountain Hawk Dr (Pura Vida) – Hearing 3/24/26


Dear Council Member [Council Member Last Name],


As your constituent in District [Your District] living in [Your Neighborhood], I am writing to urge you to UPHOLD the appeal and OVERTURN the Planning Commission’s approval of the Pura Vida expansion at 5761 Mountain Hawk Drive.


While this project is located in the Skyhawk neighborhood, the decision you make on March 23rd impacts the safety and stability of every Neighborhood Commercial (CN) zone in Santa Rosa, including those in our own district.


I am asking you to vote AGAINST this expansion for three critical reasons:


  • Zoning Integrity: Our General Plan defines "Neighborhood Commercial" as a space for daily local needs—groceries, coffee, and small-scale services. Converting a local shopping plaza into a 24-bed, high-intensity regional detox hub is a fundamental "Use Incompatibility." If this is allowed in Skyhawk, it sets a precedent that the local plazas in our district are also open to large-scale institutional conversions.
  • Biased Evidence: The Planning Commission was led to believe there was "neighboring business support." However, the applicant is the landlord for those businesses. The support of a tenant for their landlord is a financial necessity, not an objective community endorsement. Please prioritize the voices of hundreds of independent families over three dependent commercial tenants.
  • Regional vs. Local: This project is not a small "neighborhood home." It is a consolidation of multiple sites into one "Super-Center." This type of high-turnover medical institution belongs in a Medical or General Commercial district, not a quiet residential corridor adjacent to a creek and a high-fire-risk zone.


Please protect the "Complete Neighborhood" vision of Santa Rosa. Do not allow our neighborhood retail centers to be converted into regional institutional hubs against the overwhelming opposition of the residents who live there.
